What are Ingenico’s obligations as a manufacturer under the EAA?

As a manufacturer, Ingenico must:

  • Ensure products are designed and manufactured in accordance with the accessibility requirements set by the directive, as outlined in harmonized standard EN 301 549
  • Prepare the Technical Documentation and carry out the conformity assessment
  • Issue an EU Declaration of Conformity (DoC) and affix the CE marking
  • Keep the Technical Documentation and EU DoC for 5 years after the product’s market launch
  • Maintain procedures to ensure continued compliance of series production, including adapting to changes in product design, standards, or technical specifications
How is responsibility shared among economic operators under the EAA?

By affixing the CE marking, Ingenico declares that the product complies with applicable accessibility standards.
However, all economic operators - including manufacturers, authorized representatives, importers, distributors, and service providers - must ensure that only accessible products and services are offered on the market.
This shared responsibility ensures a consistent level of accessibility across the supply and service chain.

What are Ingenico’s commitments regarding EAA compliance?

All products manufactured after June 2025 will be fully EAA-compliant. Where required Ingenico will update the EU Declaration of Conformity to include EAA compliance.

Devices already in use within the EU may continue to operate until the end of their economic life, but for no more than 20 years.

What is the EAA in the EU?

The Directive (EU) 2019/882, known as the European Accessibility Act (EAA), will come into effect on the 28th June 2025.
This Directive requires a wide range of products and services - including payment terminals and banking services - to be accessible to people with disabilities.
The directive applies to all products placed on the EU market after the 28th June 2025, including both hardware and software.
A compliance and enforcement mechanism will be in place, with possible penalties, including fines, for non-compliance.

Are payment terminals already deployed in the field compliant with accessibility standards?

Devices already placed on the market comply with the standards that were in force at the time of their placement on the market.
Depending on the terminal model, in the field upgrades are possible to improve accessibility. Accessibility features can often be enabled through a software update, or through hardware add-ons.
